Congress passed a continuing resolution (CR) funding government agencies at current FY21 levels through December 3. As part of that package, Congress included $10 billion in agricultural disaster assistance extending WHIP+ to cover eligible crop losses and crops prevented from planting in the 2020 and 2021 crop years. Reece Langley, Vice President of Washington Operations for the National Cotton Council, explains how the coverage is designed to work and what the Council is doing to address counties excluded by this program.
