USDA's Farm Service Agency published an updated regulation in the Federal Register at that corrects an unintentional "actively engaged" definition change included in USDA's Payment Limitation and Payment Eligibility rule that was initially published on August 24.

USDA's Farm Service Agency published an updated regulation in the Federal Register at that corrects an unintentional "actively engaged" definition change included in USDA's Payment Limitation and Payment Eligibility rule that was initially published on August 24. The earlier regulation inadvertently applied the same definition for "significant contribution of active personal management" requirement to farms solely owned by family members as was already applicable to farms comprised of non-family members. USDA was attempting to streamline the definitions for program eligibility, but the result was a more restrictive eligibility requirement imposed on family farms that was contrary to the provisions of the 2018 farm law and Congressional intent. Reece Langley, Vice President of Washington Operations for the National Cotton Council, joins us with more information.
