The Congressional Budget Office has presented the January budget baseline. According to Dr. Gary Adams, Vice-President of Economics and Policy Analysis for the National Cotton Council, this baseline is the starting point which will determine how much money will be available to write the 2007 farm bill.
Adams says the January budget baseline has some significant changes that could affect cotton.
While the January baseline budget is a good indicator, Adams says the March baseline is the key determinant that will be given to lawmakers to write the next farm bill.
