The EPA extended the deadline bywhich owners or operators of a farm must prepare for and implement a SPCC Planfrom November 10, 2011 to May 10, 2013. This additional 18 months provides time for farms to comply with thisregulation. Bill Robertson, Manager of CottonAgronomy, Soils, and Physiology at the National Cotton Council examines thelimitations presented by these SPCC regulations, and explains the benefits ofthe FUELS Act to cotton farmers.
