The EPA mandated Oil Spill Prevention, Control and Countermeasure rule requires that oil storage facilities with a capacity of over 1,320 gallons must make structural improvements to prevent spills.

The EPA mandated Oil Spill Prevention, Control and Countermeasure rule requires that oil storage facilities with a capacity of over 1,320 gallons must make structural improvements to prevent spills.  Gary Adams, Vice President of Economic and Policy Analysis for the National Cotton Council says this rule would apply to those farmers that have a facility that meet those capacity requirements.
