The Food Quality Protection Act that was passed in 1996 drastically changed the way EPA is required to register pesticides.  Keith Menchey, Manager of Science Environmental Issues for the National Cotton Council says it requires them to go back and re-assess all the tolerances that were on the books as of 1996.
