Beginning in 2007, on a voluntary basis, all approved manufacturers of bale packaging materials and importers of burlap will have to provide a Certificate of Analysis to users of their packaging products when requested. According to Lee Tiller, Chairman of the Joint Cotton Industry Bale Packaging Committee, beginning in 2008, a complete and accurate Certificate of Analysis shall be made available to the packaging material user for each pallet, bundle or other applicable unit.

According to Tiller the bale packaging specifications were agreed upon by the bale packaging committee in conjunction with USDA and approved manufacturers.

Tiller says a quality bale for the end user is the goal.
