Up until recently, only the kindness of Congress, in the form of adhoc disaster assistance. Jay Yates, Extension Risk Management Specialist for Texas AgriLife Extension Service says last year Congress passed the Supplemental Revenue Assistance Program or SURE, a permanent disaster program designed to provide assistance to farmers.

Yates says a producer must buy Catastrophic or CAT coverage to be eligible for SURE Payments.
