The National Cotton Council joined major commodity and farm organizations urging immediate release of farm law regulations. Current market volatility and the continued increase of input costs have strained the cash position of many producers.  According to Rickey Bearden, a Texas producer and Council Director, advance Direct Payments would help producers now, but they can’t request these funds until sign-up beings and sign-up can’t start until the regulations are published.

Suggested introduction cut 2:
Bearden says the new law significantly lowers the adjusted gross income test used to determine program eligibility and contains modifications to payment limitation rules.
