The National Cotton Council of America and the China Cotton Association signed a “Memorandum of Understanding” earlier this month. The document was signed by China Cotton Association Secretary General Madam Gao Fang and Council Chairman Allen Helms in a ceremony at the Memphis Cotton Museum.
