The Environmental Regulatory Picture

ABSTRACT

I want to thank all of you for the warm welcome you have given this designated hitter in the bottom of the ninth inning. Deputy Administrator Jim Barnes wanted me to say first and foremost how sorry he is he can't be here, but an illness in his family has prevented him from coming. Many of you may know that Jim was a former general counsel of the Department of Agriculture and comes from an agricultural state. Talking to grower groups such as this one is what he considers to be one of the most enjoyable and stimulating aspects of his job. So he is doubly disappointed he can't be here today.

But he did want me to share with you some of his philosophical thoughts about where we are going in the Environmental Protection Agency; then I would like to get into some specific issues which I think are important to all of us.
