Changes in the Cotton Program: Definition of Person, Payment Limitations, Etc.

ABSTRACT

The cotton and rice programs of the 1985 Farm Bill have been successful, but we haven't convinced the media and the general public that the benefits outweigh the cost to taxpayers. Agriculture is still on the defensive and is faced with continuing budget restraints. U.S. agriculture's future lies with presenting a united front and taking the offensive through communications, public relations, etc. Trade legislation is very important to agriculture.
