USDA will soon publish an interim rule in the Federal Register to establish the Crop Assistance Program or CAP.

USDA will soon publish an interim rule in the Federal Register to establish the Crop Assistance Program or CAP.  Gary Adams, vice president of economics and policy analysis for the National Cotton Council, says the program will provide emergency assistance to reestablish the purchasing power of eligible crop producers.

According to Adams there must have been a 5% loss or greater for each crop in which the producer requests a CAP payment.

Adams says this program will provide payments to producers based on planted acres or considered planted.
