In late December of 2008 USDA issued regulations that were to implement the 2008 farm law changes in payment eligibility, adjusted gross income means test and the determination of “actively engaged” in farming.

Suggested introduction cut 2:
Lange says, Congressmen MacIntyre and Lucas have asked their colleagues to join them on a letter to Secretary of Agriculture Vilsack that in fact makes this very point about actively engaged.
