Last week, Secretary of Ag Mike Johanns, announced that USDA would be making the final installment of the 2005 crop counter-cyclical payments for upland cotton. According to Dr. Gary Adams, Vice-President of Economics and Policy Analysis for the National Cotton Council the final payments are being expedited.

Adams says Secretary Johanns has directed the Counter Cyclical Payments to be delivered as quickly as possible.
