Cotton Gin Plant Compliance with Air Pollution Regulations in Texas: Effect on Plant Costs and Returns

ABSTRACT

Recent legislation represents an important change in air pollution regulations, in particular, as it affects stationary sources such as cotton gins. This study estimates (1) the increase in gin plant costs that result from compliance with various levels of air pollution control and (2) the associated impact on returns. Results show a gin plant's rate of return is reduced by introduction of air pollution controls.
