Ramifications of the Federal Clean Air Act for Cotton Gins

ABSTRACT

The impact of state air pollution control agencies implementation of the Federal Clean Air Act (FCAA) amendments of 1990 on cotton gin operations will be significant in Texas. The Texas Air Control Board (TACB) will have an increased staff (400 to 1200) and an increased budget ($16M to $60M) with all of the funds coming from fees mandated by the FCAA. All other states will have similar increases. It is essential that cotton ginners with the help of their cotton ginning associations develop a strategic plan to respond to the increased level of enforcement in each state.
