ABSTRACT

Bulk pesticide handling offers a significant opportunity to enhance environmental quality by reducing the number of single-use pesticide containers. Current bulk programs are carried out under a U.S. Environmental Protection Agency Policy issued in 1977. Interest among state, federal and industry officials is high and may offer even greater opportunity for single-use container numbers reduction through use of dedicated, refillable returnable containers, changes in the policy emphasis away from bulk limits to container design standards, and an updating of the overall environmental protection measures embracing the concepts of secondary containment, mix/load pads, emergency response, right-to-know, and rainwater and rinsate management. Opportunity exists for even the low use rate pesticides and dry flowable formulations to be marketed in dedicated or refillable-returnable containers that are returned to a refilling station.
