Additional Information:
The PCIT system tracks the inspection of agricultural products and certifies compliance with plant health standards of importing countries. This capability provides APHIS/PPQ better security, reporting functions, and monitoring capabilities for exported commodities.
Additional information regarding the USDA APHIS PCIT program can be obtained on line at https://pcit.ezgov.com/pcit/. A user's guide for the Phytosanitary Certificate Issuance & Tracking System is also available and can be obtained by clicking on the contact us link at the bottom of the PCIT page. The following is an excerpt from the introduction to the PCIT users guide:
The Phytosanitary Certificate and Issuance Tracking (PCIT) system automates the issuance of a Phytosanitary Certificate, including collection and tracking of its related information, for an eligible agricultural commodity being exported to foreign countries. The Web-based PCIT application is developed to meet the following objectives:
• Enable the creation of electronic Phytosanitary Certificates.
• Provide data standards to facilitate data integrity for reporting and interfacing with foreign governments.
• Protect the PCIT data by incorporating defined security requirements.
The PCIT 2.0 release focuses on establishing core functionality for creating 572 applications and subsequently 577 certificates. The functionality includes creating user accounts, managing profiles and templates, supporting entering inspection and treatment information, and generating Federal Phytosanitary Certificates on security paper. Future releases of the PCIT system will build on this core functionality and provide additional features such as conversions of State certificates to Federal certificates, master certificates, creation of reports in support of Grain Inspection, Packers and Stockyards Administration GIPSA) inspections, electronic payment, and electronic transmission of certificates to foreign officials.
