On Aug. 18 USDA published an interim rule, "Outside Storage of Extra Long Staple Cotton," that permits outside storage of loan-eligible extra long staple (ELS) cotton under certain conditions. USDA's rule became effective upon publication (43.5k PDF) The NCC has policy that urges the Commodity Credit Corporation not to allow outside storage of loan cotton.
