The EPA mandated Oil Spill Prevention, Control and Countermeasure rule requires that oil storage facilities with a capacity of over 1,320 gallons must make structural improvements to prevent spills. Gary Adams, Vice President of Economic and Policy Analysis for the National Cotton Council says this rule would apply to those farmers that have a facility that meet those capacity requirements.

Adams says Congressmen Rick Crawford of Arkansas and Stephen Fincher of Tennessee joined over 100 members of Congress in a letter to EPA Administrator Lisa Jackson expressing concern of the unnecessary burden this rule would place on farmers and ranchers.
Adams says the Congressmen would like EPA to reconsider the timing of the rule and the burden it would put on farms and ranches and also to revisit the agriculture community for more input.
