Robbie Minnich, senior government relations representative for the National Cotton council, says Agriculture Secretary Tom Vilsack announced last week that during October, USDA will distribute approximately $1.9 billion in annual Conservation Reserve Program or CRP payments and $3.8 billion in final ’10 direct payments.
