In a letter to Agriculture Secretary Tom Vilsack, The National Cotton Council recommended that USDA make the determination of the advance counter-cyclical payment (CCP) for ’09 upland cotton on February 26th after the release of the Agriculture Prices report.

This week’s cotton newsline is 2 cuts.  Both cuts are Robbie Minnich, senior government relations representative for the National Cotton Council.

In a letter to Agriculture Secretary Tom Vilsack, The National Cotton Council recommended that USDA make the determination of the advance counter-cyclical payment (CCP) for ’09 upland cotton on February 26th after the release of the Agriculture Prices report.  If price data warrant a payment, Robbie Minnich, senior government relations representative for the council, says the letter encouraged timely distribution in early March to provide much needed benefit to eligible growers.

Suggested Introduction 2:
Minnich says, in the letter the council expressed the financial importance of a partial CCP, particularly to areas suffering from ’09 crop losses.
