The payment limit package included in the House Agricultural Committee's Farm Bill begins with direct attribution. According to Dr. Mark Lange, President and CEO of the National Cotton Council this package would remove the current three-entity rule.

Lange says the Committee has further put a limit on eligibility for payments by applying a means test.

According to Lange, this is a substantial change from the last 20 years.

Lange says the National Cotton Council and the other commodity groups reluctantly agreed to this package in order to move this package out of committee and hopefully move this package across the floor of the House.
