The phyto-sanitary inspection program has been around for the past 25 years.

USDA-APHIS liked how well the program was working domestically they decided to use it in the International arena. But with revised trade agreements in the last few years USDA-APHIS needed a program that would comply with international standards.

Suggested introduction for cut three:

USDA-APHIS and the National Cotton Council are also looking at ways to make the phyto-sanitary certification process more efficient.

Suggested introduction for cut four:

Electronic phytos could speed up the process but there are still some things to over come.
