Congress uses the mark up process to approve or disapprove a trade agreement negotiated under the Trade Promotion Authority.

Minnich says the House Ways and Means Committee voted 25-16 to approve its draft measure and the Senate Finance Committee voted 11-9 on an almost identical proposal.
