If you have your cotton classed by USDA, be ready to pay twenty cents more per bale for the 2004 crop. According to Norma McDill, deputy administrator of USDA's Cotton Program, a formula included in the Uniform Cotton Classing Fees Act of 1987 determines classing costs, and this year the formula indicates an increase is needed.
