According to Norma McDill, deputy administrator of USDA's Cotton Program, a formula included in the Uniform Cotton Classing Fees Act of 1987 determines classing costs, and this year the formula indicates an increase is needed.

Effective July 1, the proposed user fee of $1.65 per bale is not the highest price producers have had to pay for classing services.
